Employees may scatter if they see you walking with a red folder. Layoffs happen and it goes with the territory of HR to be the ones to help with this process. It is a must for HR to be present during these situations and yes, red folders are used sometimes. I have literally seen employees disappear from a location or hide thinking I was their to let them go.
